On Tuesday, federal prosecutors indicted Pennsylvania residents Emir Balat, 18, and Ibrahim Kayumi, 19, for an ISIS-inspired terror plot involving homemade bombs at Gracie Mansion on March 7.
Recordings revealed the pair planned to 'start terror,' with Balat telling Kayumi they calculated the devices could kill up to 60 people if the area was crowded.
U.S. Attorney Jay Clayton said investigators 'have uncovered evidence revealing the alleged meticulous planning by the defendants,' including a notebook with detailed attack plans and a storage unit containing explosive residue.
The incident occurred when an anti-Islam protest and counter-protest drew more than 100 participants; Balat threw an ignited device toward the crowd before both men were quickly detained.
